As a company committed to engineering excellence, customer satisfaction, and sustainable solutions, we take pride in highlighting our role as the Project Management Consultant (PMC) for a World Bank-funded High Voltage Distribution System (HVDS) project in West Bengal. The project is a testament to our technical capabilities, innovative approaches, and relentless focus on delivering value to our clients.

This project stands out due to its national importance, exceptional customer feedback, and sustainable design, providing a significant boost to the power distribution infrastructure in 13 Districts of West Bengal (Project Capex- USD 72 Mn: Assets, HT & LT line- 45 k cKM and DTR – 9.6 k)

AECOM’s role as Project Management Consultant (PMC)

As PMC, we had undertaken the responsibility for the end-to-end management and oversight of the HVDS project, ensuring that it met the high-quality standards required by the client and funding agency (World Bank). Our role encompassed:

  • Technical Supervision: We provided comprehensive overview from the project planning phase through execution, ensuring adherence to specifications and international best practices.
  • Environment, Social and Safety Monitoring: We were monitoring ESHS compliance of project as per IFC standards to manage risks and impacts effectively.
  • Quality Assurance: Our stringent quality control mechanisms were critical in delivering infrastructure that met global standards, a hallmark of AECOM’s operations.
  • Risk Management: We proactively identified potential risks, particularly in terms of supply chain and execution timelines, and developed strategies to mitigate them.
  • Customer Engagement: Our focus on regular communication with the client ensured that all stakeholders were aligned, and the project was executed with minimal disruptions.

Key Success Factors of the HVDS Project

 1. Good Customer Feedback

Throughout the project’s lifecycle, we always maintained an open dialogue with the client, ensuring transparency and prompt resolutions to challenges. Our technical expertise, combined with our ability to respond swiftly to emerging issues, earned us positive feedback from the client. The client commended our proactive approach in addressing both technical and operational challenges while maintaining the highest standards of safety and efficiency. This trust translated into a seamless collaboration amongst all stakeholders.

 2. National Importance

The HVDS project is a cornerstone initiative aimed at reducing technical losses, improving energy efficiency, and enhancing the reliability of electricity distribution across rural and semi-urban areas of West Bengal. As a project of both state and national importance, it aligns with India’s broader goals of improving energy access and reliability. The successful implementation of HVDS has a direct impact on improving the quality of life for thousands of households and small businesses by providing consistent, reliable electricity—thus contributing to economic growth.

This project also feeds into India’s national commitment to reducing carbon emissions by increasing the efficiency of energy distribution, which directly impacts national energy consumption patterns.

3. Sustainable Solutions

We are committed to driving sustainable infrastructure, and the HVDS project is no exception. By upgrading the existing low-voltage distribution system to a high-voltage distribution system, we significantly reduced transmission and distribution losses, which are common in rural electrification. These losses not only lead to inefficiencies but also have an adverse environmental impact due to the overproduction of electricity to meet demand. Through our design and management, the HVDS project achieved measurable reductions in energy loss, leading to long-term sustainability and energy conservation.

Moreover, the project included the installation of energy-efficient transformers and distribution lines, further reducing the environmental footprint. This initiative supports India’s sustainability goals and demonstrates how thoughtful engineering can drive sustainable progress.

 4. Expertise in Driving Customer Delight

As a company, our success in the HVDS project can be attributed to our technical expertise, innovative approach, and unwavering commitment to quality. Our global team of experts brought their deep knowledge of energy distribution, risk management, and project execution to bear, ensuring that the client’s goals were not only met but exceeded.

Our client-focused approach has always prioritized building trust and exceeding expectations. By maintaining open lines of communication, anticipating client needs, and proactively addressing potential concerns, we were able to keep the customer delighted at every stage of the project.

 Conclusion

The HVDS project is a shining example of how we are driving technical innovation and delivering projects of national importance through a combination of rigorous quality assurance, sustainable engineering practices, and an unwavering commitment to excellence, we have not only helped modernize West Bengal’s energy infrastructure but also contributed to India’s broader energy goals.
